additional clues should exist within installer log file.

Did you complete all prerequisites prior to invoking OUI?

You report a problem.
We don't know what you did.
We don't know what you did right.
We don't know what you did wrong.
We don't know what you did.
If you can not or will not provide additional details nobody can guess what will solve your problem.
It would be helpful if you followed Posting Guidelines - http://www.orafaq.com/forum/t/88153/0/

The 9i system requirements are here:

http://download.oracle.com/docs/html/A95493_01/reqs.htm#1101763

In addition to that, Oracle is not certified for Windows Home Editions. When you do your installation, it should automatically check to see if your system meets the system requirements and prompt you if there are any problems. It also creates a log file, showing what was done during the installation process and includes any errors. It should display the location of that log file during installation, so that you can check if after installation or if the installation fails, to see what went wrong.

Some common problems are not choosing the right download for your operating system or not getting a good complete download. If you use FireFox browser, you can get the DownThemAll download utility that provides fast downloads and allows for continuing an interrupted download.

While the inventory might be interesting, it provides NO details why the installation failed.

Look for:

c:\Program Files\Oracle\Inventory\logs\installActions.log

or any file beginning with installactions in that directory, such as with the installation date concatenated.

If you have a failed partial installation that was not completely removed, then it will interfere with future installation attempts. There is an uninstall or deinstall option on the Oracle universal installer, but you have to make sure that you stop all Oracle services first and it may leave some things behind in the registry that need to be cleaned up. Complete instructions for stopping services, deinstalling, and registry cleanup are in the following section of 9i online documentation:

http://download.oracle.com/docs/html/A95493_01/install.htm#1008432

I would also do a shutdown and re-start after deinstalling, then double check that everything is gone, before attempting another installation.
