If i run the installation manually through the GUI it will install without any issues however I need to be able to install it via the command line/powershell.
When i run the following (a different location but essentially the same):
c:\xe_temp> setup.exe /s /f1"c:\xe_temp\response\OracleXE-Install.iss" /f2"c:\xe_temp\setup.log"

the setup log gives response code -3.

This is on a Windows server 2012 64 bit.

Any useful information in log other than just exit/response code? Else it is impossible to say whether its an Oracle issue while installation or OS issue to handle it or your own generated problem.

Did you logon to Windows with administrator privileges?

Did you read and follow installation guide, especially Performing a Silent Installation?

Did you locate and modify OracleXE-Install.iss file? In the installation ZIP file, it is in the following directory (example based on my download file): \OracleXE_112_Win32.zip\DISK1\response

Unless you used the default values for configurable variables (which means that the path is C:\oraclexe\, TNS port 1521, etc. etc.), I doubt that the command you ran is going to succeed.

I am logged on with an account with admin privileges and have run both powershell and cmd prompt as adminstrator. The instructions on that page are the same that I found. I used the install iss that was included in the response folder of the zip using the default values. I can't see any other error messages other than the output log file fromt he command which only gives the result code -3.

Edit: ok I tried it on another server and found that it installed, however once unistalled it responds the same when i try to reinstall it. While this isn't a problem for production it is slightly annoying in my testing enviroment.

How did you deinstall/uninstall? Have a look at http://docs.oracle.com/cd/B25329_01/doc/install.102/b25143/toc.htm#CIHDDHJD

I used the add or remove programs as described in that link. But after I also tried the silent "de-install" since it was a silent install, that however failed (also with code -3) but I assume that is because it is already removed.

Ok I have solved the problem, when the uninstall is done for whatever reason it leaves the following folder structure "oraclexe>app>oracle". All folders are empty (no hidden files) but exists, deleting these folders allows a silent install to work again.

Hard to believe that the existing directory structure is the reason. Because in your next attempt of installation it shouldn't prompt to create a directory for installation and will use the existing directory.

I've tested several times now.
Silent install XE > unistall via add or remove programs > silent install fails > delete folders > silent install successful.
The only thing being done is deleting those folders. If you do it manually the installer warns that you are installing to an existing directory and asks if you want to continue anyway. For a silent install this directory is listed in the response file but I guess the installer hasn't been made to handle the situation of the folder existing under silent install.
