It would be helpful if you followed Posting Guidelines - http://www.orafaq.com/forum/t/88153/0/

might actual solution be Operating System dependent?
It would help is you shared your OS with us.

is GOOGLE broken for you?

Oracle won't run properly on Windows 7 Home. You need to upgrade to at least Windows 7 Professional. The sqlpath registry entry is set during installation:

No Oracle version is ever certified on any MS Home Edition

Just wanted to mention that I have oracle installed on my system and created few databases and can successfully create various objects, so my question is a s mentioned by both of you is :

1. Is oracle not properly installed on my system?
2. Does the blame goes to my OS as its home edition?
3. Is upgrading to professional edition (provided I don't want to opt for lower window's OS versions) only solu
tion ?

As far as I know, yes to all three. Although you may get some features to work on Windows Home, some features will not work. However, this does not have anything to do with why your improper syntax for setting the sqlpath not working. The sqlpath is a registry entry, not an environment variable. When creating shortcuts, you can always set the "start in" directory in the shortcut properties to have the same effect. Why not install the most current version 11g? I have been running Oracle 11g Enterprise Edition Release 11.2.0.1.0 on Windows 7 Professional 64 bit for a long time with no problems. Like you, I tried to install it on Windows Home, as I had done with earlier versions of Oracle and Windows, enabling most features, but it didn't work. I ended up stopping all the Oracle services, running the uninstall twice, re-starting the computer, checking for leftover pieces in the registry, then upgrading to Windows professional and starting over with the Oracle installation process.
